The solutions adopted for the technical and operational management of the different Operational Competitiveness Plan (OCP) areas are different in some ways, in terms of the degree of intermediation with other public bodies and of the degree of operational articulation with regional OPs.
The OCP uses two types of solution in intermediation:
a) The first is power for analysing, contracting and monitoring the execution of projects delegated to intermediate bodies, while the Management Authority is exclusively responsible for approving projects (for the aforementioned SAESCTN, SI I&DT, SI Inovação, SI Qualificação PME and SAMA)
b) The second is where all the powers are exercised directly by the Management Authority (for the aforementioned SAFPRI, SIAC and Technical Assistance)
The management systems can be classified in accordance with the following models in terms of articulation with the regional OPs:
a) The company incentive systems (SI I&DT, SI Inovação and SI Qualificação de PME) are managed in close strategic and operational articulation with the regional OPs. These systems apply to both the OCP and regional OPs. Project selection tender procedures are articulated. There is a common basis for analysis of all projects before a decision on each OP. Pursuant to Council of Ministers Resolution 162/2007 of 12 October, the OCP Management Committee is responsible for articulating coordinated management of incentive schemes with the other management committees of mainland regional OPs.;
b) In the other support systems (other than company incentive schemes) there is strategic articulation with the regional OPs through coordination mechanisms in the NSRF governance model, though no permanent operational articulation system has been set up.
